Belleville Public Library's Circulation Policies

Who May Borrow


Anyone may borrow from the library freely and without charge. Charges made by other libraries for interlibrary loans will be passed on to the user.


Library Use


The library will not loan reference materials that are specifically marked reference. Overnight loan is left to discretion of librarian.


Elementary teachers may check out for classroom use up to twenty books for a six week period. Discretion left to librarian.


Deposits of large print books may be made in Republic County. Place, amount, and length of time shall be determined by the librarian. Whenever possible, volunteers will be utilized for delivery and return of books.


Homebound Delivery


A Belleville resident, who is homebound, temporarily or permanently, may have books delivered to his/her home. Library staff members or volunteers will check out, deliver, and pick up books.


Length Of Loan Period


The library will check out books for three weeks. New fiction books, DVDs and magazines will be checked out for one week. The librarian will determine time periods for all other materials.


Book Return Services


The library will provide a book return to accommodate patrons who need to return books when the library is not open.


User Charges (Overdues)


Fines for all library materials are five cents per day, after a grace period of three days. Fines do not accrue on Sunday and holidays. There are no overdue charges for sheet music, newspapers, clippings, pamphlets and all other types of ephemera. The maximum total fine on any one item is $3.00.


ILL Fines


Fines for Interlibrary loan items borrowed from another library will be $1.00/day after a three-day grace period. There is no maximum fine limit.


Video/DVD


The Belleville Public Library adheres to the Copyright Law which pertains to pre-recorded videocassettes owned or borrowed by the library, including 17 U.S.C., 106 which forbids unauthorized duplication and 17 U.S.C., 202 forbidding public showings of video formats without public performance rights.


The video collection shall consist of interpretations of literary works, adult instructional videos, classics, musical revues and children's classics and educational videos.


A 50-cent rewind fee will be charged for each video that is not rewound when returned.


Audiovisual Equipment Rental


$3.00 per day: Overhead projector, DVD Player, Video Player, Video Camera.
$10.00 per day: LCD projector.
No charge: Electronic Keyboard, Audio Cassette Player, Magnifiers, Slide Projector, Portable Screens (large, medium or small).


Charges For Lost Or Damaged Materials


All library patrons will be responsible for the materials they have in their possession. Patrons will be charged for negligent damage. If the book(s) is lost or damaged beyond repair the charge will be the retail cost for a new replacement.


The library upholds KSA 21-3702 which states, "failure to return library materials within thirty days following the overdue notice will constitute intent to deprive the library of public property and constitute grounds for prosecution for misdemeanor theft. The librarian shall determine when and if patron will be notified of KSA 21-3702. Initiation of prosecution is the responsibility of the board of trustees.


Video

Loan of Audiovisual Equipment



  1. Equipment may be loaned to students 14 years or older and adults.

  2. Individuals borrowing audiovisual equipment must have a valid Belleville Public Library borrower’s card.

  3. Applicable rental fees will be charged for each day of loan period.

  4. The individual or organization borrowing the equipment is responsible for any damage or loss occurring during their possession.

  5. The TV is available for use in the meeting room only.

Circulation of CD-ROMs



  1. CD-ROMs will be circulated for a three-week loan period.

  2. CD-ROMs marked "Reference" will not be circulated. Overnight check-out is left to the discretion of the librarian.

  3. Patron is responsible for any loss/damage to CD-ROMs and/or accompanying manuals. Patron will be charged replacement cost for any lost or damaged CD-ROMs.

  4. CD-ROM software will be cataloged and accessioned.

  5. The Belleville Public Library adheres to Title 17 U.S.C. which pertains to computer software owned or borrowed by the library. Title 17 U.S.C., allows lending by nonprofit libraries for nonprofit purposes. A copyright notice will be affixed to each circulating CD-ROM packet.
